Talk to the Tired old Fisherman at (6, 49) in Whalewood and choose Talk about A Line in the Mire.
Talk to Patricia in the south-west of the Overworld (door at (13, 51)).
Enter the North Wilderness through the Overworld's north edge at (55–56, 0) and talk to Ranger Eira around (47, 40).
Pick Sunleaf from Sunleaf patches in the North Wilderness (Gathering 15) until the counter reaches 4. The counter goes up by one per successful pick, whatever the yield, and only in the North Wilderness while this step is active. Keep at least 4 Sunleaf in your backpack.
Talk to Ranger Eira with 4 Sunleaf in your backpack. Eira takes them and seals the line.
Talk to Harbormaster Tovin in Havenreach: on the harbour around (63, 51) in the morning and during the day, inside the Fisher House (door at (66, 47)) in the evening and at night.
Talk to Victor at The Docks.
Talk to the Tired old Fisherman to receive the Bogline Rod and Midge Clumps. If your backpack is full they go to your bank.
Notes
- Sunleaf bought from Patricia or picked in Southfield Farms can be handed in, but it does not advance the gathering counter.
