Fish Cakes (consumed) Buy from Victor the Sailor for 110 coins; Make it: Cooking (Cooking 14).

Raw Herring (consumed) Buy from Victor the Sailor for 24 coins; Fish it (Fishing 10).

3×

Raw Mackerel (consumed) Buy from Victor the Sailor for 34 coins; Fish it (Fishing 16).

Catch: 3 Raw Mackerel (Fishing 16) and 2 Raw Herring (Fishing 10). Both are sea fish; coastal fish bite best at Havenreach and The Docks.
Cook: 2 Cooked Mackerel (Cooking 16, from Raw Mackerel on any fire or stove) and 2 Fish Cakes (Cooking 14 on a stove: 1 Flour, 1 Raw Herring and 1 Raw Sardine each).

The raw fish you hand in are taken, so catch extra: in total you need 5 Raw Mackerel and 4 Raw Herring, plus 2 Raw Sardines and 2 Flour for the cakes. Everything is checked in your backpack.

Step 1 Talk to Mayor Aldric
Talk to Mayor Aldric around (38, 29) in Havenreach and choose Talk about Salt and Sacrifice.
Step 2 See Chef Aldous
Enter the Havenreach Cook House (door at (10, 32)) and talk to Chef Aldous.
Step 3 Bring the raw fish
With 3 Raw Mackerel and 2 Raw Herring in your backpack, talk to Aldous. He takes them.
Step 4 Cook the provisions
Cook 2 Cooked Mackerel and 2 Fish Cakes, then talk to Aldous. He checks them but does not take them yet.
Step 5 Hand over the provisions
Talk to Aldous once more. He takes the provisions and you receive the Fishing and Cooking XP.
Step 6 Report to Aldric
Talk to Mayor Aldric to complete the quest and collect the coins.

Notes

Aldous only counts himself as the quest contact inside the cook house.
